How can I prevent my halter top wedding dress from causing my neck to turn red from irritation?

My halter top wedding dress has lace on the edges and as I turn my neck back and forth it gets irritated and turns red. This is not the look I'm going for on my big day and in all of the pictures. What can I do to prevent this? I've considered sewing in some white cotton fabric or using make up to cover it? I can't be the only person to have experienced this. All suggestions welcomed.

I don't have a halter but I do have a strapless dress that does this to me on my chest and on my arms. The arms I will have to live with, but to keep the dress up and to keep the fabric in place, I'm using double sided tape.
