Over-the-boot tights-when did it all began?

After five years of doing unlimited research in mixed media,I finally found out who was the first female figure skater to wear over-the-boot tights. Her name is Anna Galmarini. Now comes the next part of my research.What I want to know is...when? An ex-professional ice show figure skater gave me the info on Galmarini being the pioneer of this fashion trend of the sport,and he has stated that over-the-boot tights are an optical illusion. He has also stated that the tights are worn by female figure skaters who are shorter. Now I want to know what year did it all came to be. In my case,I'm thinking this trend started in the 1960's. But then again,I could be wrong. But what I do know is that I saw a black-and-white photo of Anna Galmarini wearing a catsuit covering up her skates in the Holiday on Ice book. Can anyone give me a clue of what year did the over-the-boot tights fashion trend began in the beloved sport of figure skating?
