small white/gray bugs eating my tree. Tree is pretty much dead. What are they and how do i get rid of them.?

do not know what kind of tree it is, its in a big pot. it looks like a dwarf lemon tree almost but has never produced any fruit, a neighbor left it and i took it in. I have had it for about a year and a half and it slowly started dying and i got lazy for a month or 2 and didnt do anything about it, now I went out there to water it and take all the dead leaves and stuff and found a bunch a white/gray bugs eating the tree. I poured some lemon juice, water and coffee grounds in the soil and some of the bugs went down into the soil and the other got on the rim up out of the soil. does anyone know what these are or how to get rid of them. I know they are not aphids or mites or mealy bugs. I searched all the common pests and it didnt sound like any of them. Please help I want my tree back.

Buy some White Oil and mix it with water as the instructions say and put into a spray bottle and spray the tree every second day. Also put a drain tray under your tree and water the tree with white oil. Leave it over night so the white oil is soaked into the soil to kill any bugs and ants that harm the roots of the tree. Do that once a week still the tree starts to recover.

Don't get your hopes up. It may be past the point of return for your tree.
