What size tights will fit me the best?
S 120 - 150lbs 5'4" - 5'9"
M 145 - 175lbs 5'8" - 6'0"
I am 145 pounds and I am 5'9"
I'm also wondering what type of tights are the most comfortable (cotton, nylon, etc.)

I agree with the others. Unless you want the tights to be extra tight go with size M. They'll be more comfortable and less likely to get a run. The most comfortable tights are nylon microfiber ones. "Microfiber" is important, it makes them softer and more stretchy. But good cotton tights like E.G. Smith ones are comfortable too and warmer. If getting the most warmth is important, I'd still get cotton.
