Why didn't 9-2 1/2 size socks not fit kid wearing size 12 shoe?

Doesn't it go 9,10,11,12,13,1,2
The package said for shoe sizes 9-2 1/2 boys but they are way too big! That's 8 bucks and my baby got into the package so I can't take them back.

Did you buy adult sized socks? I have a lot of trouble finding the right sized socks for my kids too. (If that makes you feel any better.) I ask a sales associate to open the package for me before I pay so that I can check them. In my opinion, the whole shoe size- sock size system for kids should be overhauled. Best wishes.
