Can you tattoo over black with a highly pigmented blue or red ink?

I have a very small black tattoo on my shoulder that I got in a "I'm 18 I can do what I want!!" kinda phase. I've grown to hate it and was hoping to tattoo over it with a brightly coloured blue and red swallow, is it possible or will the black show through?

Find a skilled and experienced tattoo artist to do a custom tattoo cover up for you. Cover ups are normally at least 2Xs bigger than the original tattoo.
You cannot make it disappear, but you can turn it into something else successfully.
Any new ink will be effected by what it is covering up, that is why you need a good tattoo artist.
